License Description GENERAL JOB DESCRIPTION Circuit Court Clerks are elected officials of the court and are responsible for the custody, control and safe storage of court records for both circuit and district court. Among duties of the clerk are the receipt of lawsuits and papers for the courts, being present during trials, receiving fines and fees, issuing drivers' licenses, scheduling juries, handling bond money, and operating tape recording equipment which records district court proceedings. There is one elected circuit court clerk for each of Kentucky's 120 counties. They serve a term of six years. EDUCATIONAL REQUIREMENTS There are no educational requirements. EXAMINATION REQUIREMENTS No person shall be eligible to be appointed or appear on any election ballot for the office of circuit clerk who has not successfully completed the examination in the year of such election, and been so certified except no incumbent circuit clerk shall be required to be recertified. A multiple-choice examination consists of five tests covering the content areas of Reading, Mathematics, Personnel Policies, Accounting Procedures and General Procedures. Minimum passing score is 70%. The test is administered once each year in which circuit clerks are elected on the third Saturday in January. Each candidate will be notified of the examination results by letter. All test results are confidential. Study materials include the Circuit Clerks' Manual, the Circuit Clerks' Accounting Manual and the Kentucky Court of Justice Personnel Policies. Materials will be available late in the year preceding an election and can be borrowed by contacting the regulatory agency at the address listed below. GENERAL INFORMATION for LICENSURE or CERTIFICATION Individuals seeking the office of circuit clerk must be a citizen of Kentucky, 21 years of age or older, a resident of Kentucky for at least two years, and a resident of the county for at least one year prior to taking office.
