Real Property Appraisers develop an analysis, opinion, or conclusion relating to the specified interests in or aspects of identified real estate or identified real property. Real property appraisal includes, but is not limited to, evaluation assignments, valuation assignments, and appraisal review assignments. There are currently four levels of credentialing:. Certified General Real Property Appraiser- The scope of practice for the certified general real property appraiser shall include real property appraisal practice concerning all types of real property or real estate that appraiser is competent to engage in. . Certified Residential Real Property Appraiser- The scope of practice for a certified residential real property appraiser shall be limited to real property appraisal practice concerning residential real property or real estate having no more than four residential units, if any, without regard to transaction value or complexity. The appraisal of subdivisions for which a development analysis or appraisal is necessary is not included in the scope of practice for a certified residential real property appraiser. . Licensed Residential Real Property Appraiser- The scope of practice for a licensed residential real property appraiser shall be limited to real property appraisal practice concerning noncomplex residential real property or real estate having no more than four units, if any, with a transaction value of less than one million dollars and complex residential real property or real estate having no more than four units, if any, with a transaction value of less than four hundred thousand dollars. The appraisal of subdivisions for which a development analysis or appraisal is necessary is not included in the scope of practice for a licensed residential real property appraiser. . Trainee Real Property Appraiser- The scope of practice for the trainee real property appraiser shall be limited to real property appraisal practice assignments that the supervisory certified real property appraiser is permitted to engage in by his or her current credential and that the supervisory real property appraiser is competent to engage in.

Licensure Requirements


Certified General Real Property Appraiser-Education Prerequisites:1.  bachelor's degree or higher from an accredited degree-awarding college or university;2. 300 hours qualifying education approved by the Board.Alternatively, a bachelor's degree in Real Estate from an accredited degree-awarding college or university that has had all of part of its curriculum approved by the Appraiser Qualifications Board as required core curriculum may fulfill qualifying education requirements. Experience Prerequisites:3,000 hours of experience obtained in no fewer than 18 months, of which 1,500 hours must be in nonresidential appraisal work or successfully complete a PAREA program.  Examination:Within the twelve months following approval of the applicant's education and experience by the Real Property Appraiser Board, pass a certified general real property appraiser examination. Certified Residential Real Property Appraiser-Education Prerequisites:1. Hold a bachelor's degree, or higher, from an accredited degree-awarding college or university; or Hold an associate's degree from an accredited degree-awarding community college, college, or university in the study of business administration, accounting, finance, economics, or real estate; orSuccessfully complete thirty semester hours of college-level education from an accredited degree-awarding community college, college, or university; orSuccessfully complete thirty semester hours of the College-Level Examination Program; orSuccessfully complete any combination of college-level education and College-Level Examination Programs that ensures coverage of all topics and hours identified. 2. 200 hours qualifying education approved by the Board.Alternatively, a bachelor's degree in Real Estate from an accredited degree-awarding college or university that has had all of part of its curriculum approved by the Appraiser Qualifications Board as required core curriculum may fulfill qualifying education requirements. Experience Prerequisites:1,500 hours of experience obtained in no fewer than 12 months. Examination: Within the twelve months following approval of the applicant's education and experience by the Real Property Appraiser Board, pass a certified residential real property appraiser examination or certified general real property appraiser examination.     Licensed Residential Real Property Appraiser- Education Prerequisites: 1. Hold a high school diploma or a certificate of high school equivalency or have education acceptable to the Real Property Appraiser Board. 2. 150 hours qualifying education approved by the Board. Experience Prerequisites: 1,000 hours of experience obtained in no fewer than 6 months. Examination: Within the twelve months following approval of the applicant's education and experience by the Real Property Appraiser Board, pass a licensed residential real property appraiser examination, certified residential real property appraiser examination, or certified general real property appraiser examination. Trainee Real Property Appraiser- Education Prerequisites: 79-82 hours qualifying education approved by the Board. Experience Prerequisites: None. Examination:  None. 

Fees


Application Fee - $150.00 Criminal History Record Check Fee - $45.25 New Credentials - $300.00 Credentialing Fee + $40.00 Federal Registry Fee for Certified General, Certified Residential, and Licensed Residential Real Property Appraisers

Renewal


Credential period begins on January 1 and expires on December 31 of the year in which it is issued. The renewal application must be filed on or before November 30. Credentials may be renewed for one or two years at a time. Certified General, Certified Residential, and Licensed Real Property Appraisers must pay the following fees to renew their credential: . Renewal Fee - $275.00 per year . Federal Registry Fee - $40.00 per year . Fingerprint Audit Program Fee - $5.00 per year Trainee Real Property Appraisers pay only a fingerprint audit program fee of $10.00 for a two-year renewal. Late renewal fees start on December 1 at a rate of $25.00 per month, including December. Renewals can be submitted until June 30 of the following year. Credential holders who fail to renew by the June 30 deadline must begin the process of application over as if applying for the first time. Twenty-eight hours of approved continuing education activities must be completed during each two-year continuing education period for any credential holder to qualify for renewal.
