Qualifications Applicant must be a VP of Research at a 501(C)(3) educational institution that grants PhD or higher-level degrees or a Master's degree in aeronautical sciences. Applicant must be selected by the educational institution where undergraduate or some post-graduate studies have been completed.
Criteria Submitted proposals are reviewed by a panel of expert outside reviewers.
